Post subject:  Why do Cleveland L.R.Vs have steps?

Hello all,

I have done searching and found out something Cleveland's light rail, which grew out of a streetcar system, the only survivor in Ohio, and the closest survivor to Cincinnati, closer than Pittsburgh or Philadelphia, let alone New Orleans.
Apparently, it runs entirely in its own right of way, some in road medians, the rest off-street. This suggests that platforms the same height as the vehicle floors are possible in all locations. Yet it has low platforms with entrance steps.
